realy beautifull!!
The effect on the girl was done by duplicating the layer of the girl, then applying a Gaussian Blur effect as Soft Light. The water is pretty much made out of a single photo, altered it using the Clone Tool to make it fit the image because the original photo was pretty small. Brightness and Contrast were altered as well and I also changed its color and that was pretty much it.
